Objectives of Synopses and Papers Review
The main principle of the review process is to facilitate collaboration and circulation of important knowledge, innovations, and experiences, by assisting the authors of publications to communicate their knowledge and experiences with the community.
The main objective of the review process is to ensure a baseline level of publication standard and quality.
CIGRE papers and publications are an important mechanism used to communicate knowledge and practical experiences among member countries to the rest of the world in a timely and relevant manner, and to facilitate discussion among peers in the industry.
This requires a balance between creating opportunities for discussion and collaboration, timely distribution of such materials, and having baseline level of publication quality.
A baseline level of publication quality, achieved through the review process, enables better collaboration by ensuring published papers and articles conform to the base level editorial and technical standards, whilst not hampering the other objectives.
How does reviewing work?
Study Committee Chairs and Paper review committees assigned submissions to review to CIGRE experts - the reviewers – according to their fields of expertise.
Then, reviewers are charged to review submissions according to CIGRE general assessment criteria for the Paris Session papers.
Specific guidelines intended for reviewers only
A specific document, intended for reviewers only, provides guidance for the review of CIGRE session synopses and full papers for reviewers and Study Committees.
A two-round process
Synopses and, if accepted, associated full papers are reviewed separately. Thus, assessment result can change between these two submissions.
During the full Papers reviewing phase, authors may be asked to make changes or adjustments, and consequently should send an amended version of their full Paper.
A careful examination
Once all reviews have been submitted by reviewers, Study Committee Chairs and submissions review committees review the comments and at the appointed time, send out these comments to the authors for action. The decision about acceptation, acceptation with reserves or not acceptance is the responsibility of the SC chair, taking into account the comments from the reviewers and the opinion of the review committee.
A confidentiality agreement
Reviewers are committing to keep the submissions content confidential and not to share or distribute it in any form.
In addition, reviewers duly confirm a confidentiality agreement at the beginning of the process.
Notification to authors
Notification of non-acceptance or acceptance is duly communicated to authors in accordance with the Session time schedule.
